Tweeters: I am sure a birder(s) from Victoria will reply to this question in greater detail, but you can find Skylark in two pretty reliable locations outiside Victoria in Saanich. Both locations are handy to the airport, or the BC Ferry terminal at Swartz Bay; ( this is the ferry from Vancouver/Tswassesen), and the Washington State Ferry terminal in Sidney. The sites are around the perimeter road around the airport, and the other location is called Martindale Flats. Directions to these sites are found in Opperman's A Birder's Guide to Washington. These directions also include how to get there if you come in via the ferry Coho from Port Angeles, which arrives in downtown Victoria.
If you don't have access to these directions, please write back, and I can give greater details. I had Skylark earlier in the Spring when they were in full song. Not sure how vocal they are right now. Hopefully, a Victoria birder will be able to update.
