Yes! I have seen crows do this a couple of times off of Sakuma Viewpoint, at the end of Boat Street in the UW district. I've never been able to tell whether they caught anything, but they looked like they were hovering, and then dipping, for food, and flying off. I just figured I was mistaken, but after your report, I guess not!
