We too have observed California Quail near Woodland from at least one location that includes along Roberson Rd.(which is accessed off of Whalen Rd.). This location is on the Woodland Bottoms and part of the Dike Access Rd. complex. We observed up to 15 California Quail at the south end of Roberson Rd. on the 27th of January,2004,where they gathered along a thick row of blackberry brambles between two homes. These quail were quite "skittish" and we later learned from another birder that these were released or captive birds from a raised population and others away from this location could be too. We don't know how "countable" these birds may be even if they could establish themselves after time. This was the same location where a Harris',Clay-colored and Am.Tree Sparrow showed up during 2003-2004. We also knew of prior California Quail sightings from the Lions Day Park along Dike Rd. that borders the Columbia River.
