In the greater Seattle area (based on past 15 years, 2000+ hours of observations, some 15 territories), it is very common for Bald Eagles to be working on their nest starting early October. Usually these eagles keep up a good construction pace through December, reduce activity during January, then ramp up full tilt through February, until (older, more experienced pairs) lay eggs in early March. This is not to say that this goes for all areas and all eagles. Again, note that I am limiting my observations to the greater Seattle area.

FYI,

Some eagles have been known to begin working on a nest (even without a mate) as early as the middle of October. BUT NOT commonly. The first and second week of November are the normal "early" activities and most will be hard at work by Thanksgiving.

They are very busy courting and fighting here and there also.
