Generally speaking the dog is not the problem it is the uniformed or
uncaring owner that bears the responsibility for the dog's behavior. I have
trained a number of dogs over the years and find that a simple way to keep
any exuberant dog from jumping on you is to raise your knee into their chest
as they rise up to put their feet on you. At the same time sternly tell
them NO! It does not hurt the animal and it keeps them off. As for the
owner, well that is another matter. With all the crazies in the world today
discretion is the safest approach to dealing with people. Almost everyone
has a cell phone these days and a call to animal control or the police if
the owner is unreasonable is the safest way to deal with the issue.
