Interesting, I wonder if this violates the migratory bird act? Handling
dead birds of any kind, even skulls, and feathers I thought was illegal
without a federal permit.

At a reserve of $2499.99 US, I doubt they'll many takers.
Dead, this is not a particularly rare specimen. I can remember Larry
McQueen passing one around at a Eugene Natural History Society meeting back
in the 70's and I've seen a couple since.
