How it looks to me:

In superficially reading that message about delisting the M. Murrelet, it strikes me as preparation by the current administration for a "shock and awe" assault on Tongas National Forest in SE Alaska. There isn't much old growth forest left in the lower 48 to bother about delisting that species. And what's left is probably also used by the protected Spotted Owl.

Anyyway, that's my knee-jerk reaction.
