Hi Bruce,

The band information is likely to identify only the breeder, who
might be able to refer you to the retailer if there was one.

It's possible the bird has an ID chip implanted -- I imagine vets can
scan for it, but not sure. Animal shelters almost certainly could do that.

Consider giving a description and band information to area animal
shelters and police, which the owners would likely contact if they're
trying to recover the bird (if not, I'd have to wonder if they're the
best guardians for this parakeet).
