Hi, Tim.

That's something I've observed many times, almost seems predictable
for that species. I've also seen Townsend's Warblers feeding on the
ground under the same conditions.

This afternoon in my backyard here in Elma while the winds were
blowing hard I noticed some very small birds working the ground
beneath some tall firs we have. I was surprised to see they were
Golden-crowned Kinglets. I don't think I have ever seen kinglets on
the ground. They too must have had enough of this wind already.
