I did not saw this records in Weshington Birders,But looking now in "BIRDS of Washington" by Terence R. Wahl,Bill Tweit, and Steven G.Mlodinow.
Here are all the records what are listed,and there all confirmed: 4 November 1972 imm. at Ocean Shors.On 27 August 1986 at Dugeness.On 17 September 1987 at Orcas Island ad. on 5 October 1987 at Green Lake Seattle, ad. On 20 December 1987 at Crocket Lake; ad. On17-31 January 1993 at Nisqually NWR ad,(photo)on17 Aug-10 Oct 1993 at the Everett sewage ponds; ad. on 27 Oct. 1994 at Seattle;ad. on 22Dec 1994 at Point No Point;ad; on27 Dec 1994 at Edmonds;ad.on9-20 Mar 1995 at Point No Point;ad.
on6 Apr 1996 at Point No Point; ad. on 30 Sep 1996 at the Everett sewage ponds; ad.on 28 Sep-11 Oct 1997 at the Everett sewage ponds (D. Duffy p.c.)ad. on 8 and 17 Mar 1998 at Point No Point.
This been a lot of birds of this species in our state. "Washington BIRDS" is published by the Washington Ornithology Society. Maybe there more records sighted but not confirmed,

The Alki bird was one that I found. That was not the first WA record however. The earliest record that I know of is from Nisqually on 1/17/93 found by Dennis Paulson. Mike Denny reported one from Ocean Shores on 5/8/93, and Steve Moldinow had one at Everett STP on 8/18/93.

A Black-headed Gull was sighted from Point No Point,on 8 -17 March 1998 what was the thirteen record.So this Gull now makes it the 14th record in Washington.All birds was sighted in Puget Sound .We photographed the Adult Black -headed Gull from the Everett Sewage Ponds on 2 October 1997.At the same time we also had a Adult Franklin Gull.
