I suspect Mike is quite correct about the e. WA spring/early summer FRGU being prospecting birds, either due to drought elsewhere or population increases elsewhere.

Unlike e. WA, where there are both spring/summer and then fall peaks of FRGU occurrence, the w. WA pattern has (in past and now) been one of imm birds in fall. So, I suspect the causes of their occurrence on the wetside may well be different than that which brings spring/summer birds to e. WA.
