I believe that kleptoparasitism may be a feature of coots, but usually the
other way around.
It is not unusual to watch a large flock of coots feeding on the eastside
(sometimes in the thousands) and watch as gadwall, wigeon (I have seen both
species), and redheads steal the coots food as soon as they surface with it.
Other puddlers and divers seem to have less of a propensity for this
kleptoparasitism, not because they can't, but because they don't prefer the
'cordage' type vegetation that coots do. Wigeon, gadwall, and redheads love
it and steal constantly from the coots.
Other coots seem to develop this interesting behavior (kleptoparasitism)
but I normally see them stealing from each other, not from other ducks.
