I suspect you're misinterpretting the BBS map. The green line
that runs through Canada is the limit for all surveys. It
means no surveys are done above that line and you'll find it
on all BBS map products.

The BBS range for Phainopepla detections stops at central
California.

There are a very few (less than 10) documented records for
Phainopelple in southern Oregon and one that I know of for
Washington.

I have every confidence that there are folks out looking for this
bird right now and if they find one, that will be swell, but
all of the extralimital Phainopepla I've tried to confirm over
the years usually turn out to be Steller's Jays, young waxwings
or molting blackbirds....
