I just have to add an incident of my own. Whaen I lived down in Tacoma '79-'85, I ha a similar experience near Titlow Park. A Rhinocerous Auklet "flew" beneath the surface, following me as I walked along a pier or boardwalk. It then tied to steal the bait off the line of a lone angler nearby (I assume it was the same bird). The guy must've thought he was in the prosess of hooking a fish. The bird did not become hooked, as far as I could tell.
