Hi Tweets,

I'm going with immature Cooper's Hawk. I'm not sure about male or female but
it looks like it has a full crop! A Northern Goshawk would (usually) have a
pretty distinct eye stripe and this bird is too small for even a male goshawk.
The tail is quite short (compared to a goshawk) and the toes are very thin.
Sometimes the difference is pretty easy to tell:
