Subject: [Tweeters] Osprey in Discovery Park

There is an adult Osprey that has taken to perching in the big dead
snag next to Washington Ave at the north end of Officer's Row (i.e.
the row of big yellow Navy houses on the top of the Bluff.)

I observed it again today at 11:30am and it was still there when I
left at 12:30pm.

When I looked with my binoculars, I could see something bright orange
that appeared to be associated in some way with the left foot -
didn't appear to be a band on the leg.

Perhaps someone with a scope could take a look at it, and let us know
if the bird is entangled in something or just what I am seeing.
