I think one reason for fewer seabird/waterbird sightings, especially winter concentrations, is due to the cleanup over the past several decades. Back in the bad old days, raw sewage outfalls offshore attracted zillions of seabirds/waterbirds, presumably attracted to little critters feeding on the sewage.
