We spotted four on Tuesday, but had reports from the Rockport area of
a "convention of them".

Your best bet is to drive from Rockport to Marblemount, stopping at
the pullout a few miles upriver from Rockport and at the Howard Miller
Park in Rockport.

You may see more Eagles on the Skagit and Samish Flats near the deltas
of those two rivers.
