I'd like to point out that eBird (www.eBird.org) would be an excellent
mechanism to maintain cumulative county year lists. The URL below (minimized
using tinyurl) will generate the 2007 King County year list based on data
entered into eBird so far this year by birders (71 species to date).
Ideally, if many/most birders used eBird, the county lists could be
generated automatically from a set or URLs like the one below.
Alternatively, County compilers could cull sightings from eBird and/or add
sightings to eBird using a generic eBird userid to update the lists. It
really is better to use a more specific location when entering eBird data (
e.g. an established birding hotspot) but county can be used as a location.

This is really only the tip of the iceburg as the Cornell folks could
construct a custom front end for WA birders w/ a county list counter in
collaboration w/ birding organizations in the state. A web programmer with
time on their hands could probably also figure out how to do this. For those
interested, eBird has rolled out more improvements in the past few month
(I'll post more on this later).
