For starters, as someone who has lost a turtle and faithfully checked
the lost and found, I would be sure to put a found ad in the paper.
Then if no one claims it, it could be kept with a clear conscience.
It could have wandered far from home.

If it has a domed shell, it is probably either a tortoise or a box
turtle. The size would make a box turtle more likely. A box turtle
has a hinge across the bottom shell, left to right, and all four feet
look like regular feet, not like clubs. If it is a tortoise, it would
probably be very exotic (from outside North America), but box turtles
are American. There are also very exotic turtles with domed shells
(and some aquatic American turtles have higher shells than others, )
but a high dome is probably a box turtle or tortoise.
