A few decades ago, My step-dad and mother bought a previously owned house that had originally been owned by Gulf Oil Company, for use of its execs. That was in the South Miiami area (actually part of the county). When they moved in, the place was over-run with stray cats; pool area especially. No one had been living there for a while. It took years for them to finally convince the cats that they weren't wanted.

The next door neighbors had a Siberian Husky that killed any stray cat he caught in their yard. Maybe that's one answer.
