My guess is that they would use "Wildlife Services", the wildlife killing arm of the USDA. At full taxpayer expense, the USDA exterminated more than 2.7 million animals in 2004. Methods used included steel jaw leghold traps, snares, shooting, aerial gunning, "denning", and the use of poisons ranging from strychnine to sodium cyanide. Much of the killing is indiscriminant and kills non-target species including rare and endangered animals.

In the year 2000, 10 million in tax dollars were spent killing nearly 100,000 predators including bears, cougars, wolves, coyotes, foxes, bobcats, and badgers.

To save money in killing Barred Owls, maybe "Wildlife Services" could reuse the custom designed gas chambers that they had built to kill geese in Seattle. Unfortunately, the gas chambers were too small for the geese, so they had to be stuffed in and many of them were injured or suffocated prior to being gassed. The Barred Owls should fit just fine.
