I actually sent the following links to the Yacolt City
Council.
I probably SHOULD have sent them to the Clark PUD.

The Monk Parakeet Colony in Brooklyn (yes, NY) had all
the same problems. and the local residents ended up
working with their PUD and erecting alternative
nesting sites for the birds as the nests on the
utility poles were destroyed. Now they have
Parakeets, and they do not nest on the utility poles.
Elegant solution, worked out by the local folks
wanting the birds around ...
