Hi, Andrew.

That's a juvenile Pigeon Guillemot. Once you've established it's a
guillemot by that relatively long neck, round head, and sort of
medium-length ponted bill, the virtual lack of white in the wing and
the rather murre-like appearance is a good sign that it's a juvenile.
