Just for the exercise, and not having any idea of its size, I'm going to
venture it's a loon. Something about the head makes me think it's a Pacific
Loon, so I'll say it's an adult nonbreeding Pacific Loon. I look forward to
further replies!

Thanks to all of you who helped identify the previous bird, which turned
out to be an immature pigeon guillemot with plumage that did not
match the Sibley illustrations.

Admiralty Inlet. I am unable to match it with anything in Sibley or
Peterson.
