all of my woodpeckers do it, including last week's pileated. i don't
begrudge the jays their hangtime because it's so comical (and rare)... what
you might consider doing is making your own suet.

i started doing this a few weeks ago, and the jays (as a whole) don't seem
to like it nearly as much as the chickadees / nuthatches / woodpeckers do,
and the crows have sworn off completely so far. AND, because the big kids
don't eat as much, the suet lasts longer for those that do (tiny tiny beaks
and appetites as opposed the larger and more voracious)...

i can't guess why, other than to think the store-bought has different things
in it, and they (those who don't like) aren't interested in 99% suet fat...

have one crow that is doing that also. I have even changed the suet feeder,
two days later it had mastered that also. I don't want to change another
caged suet feeder--this is the one that I see the Hairy on most often.
I have two Steller's that fly up, hang on and peck, then take a mouthful or
two before flying down to see if anything fell on the ground.
