The Cooper's Hawks in Volunteer Park, Seattle (2 adults, 2 juveniles)
have been hunting in this way in the last week (though not for
anything as big as rabbit!).

I saw three of them (1 adult, 2 juveniles) on the ground at the edge
of a bramble/ivy(?) shrubbery (just south of the tennis courts)
running along the ground and in and out of the low cover. They seemed
to be sure there were no predators in there and seemed to be quite
intent on "something".

When one reappeared (a juvenile, AFAICT) it had a small mouse/vole in
it's claw and was doing an poor job of subduing it (letting go,
jumping, flapping).

Eventually the rodent escaped back into the cover followed by the
adult who retrieved it though I believe it escaped for the second time.
