A Northern Flicker was my first guess for the feather, but none of the
flickers in our collection had such a black and white pattern. All the
flicker feathers that match the pattern had a wash of orange on the
mottling. However, as I said in the prior post (which must have crossed
yours in transmission) it does seem to have more color in the rachis than
the raptors, so I'm not sure of that one.

Subject: [Tweeters] Bird remains identified :)

Dear Tweets,

Thank you everyone for sending me your thoughts on the bird carcass I was
trying to ID. I have learned that the feather belonged to a Northern
Flicker, and the remains were of a California Quail.

Many thanks!
