There is a very good rehab facility near Astoria, The Wildlife Center of the
North Coast. They take injured raptors. Their number is 503-338-0331. I
don't know if they would go catch this bird or work with the NWR people to
trap it or what, but it's worth a call to the NWR to ask about it.
