Subject: Tacoma dome -- circling flocks of birds


Three times last week and once this week I saw a group of 40-50 birds flying in ~50-100 yd. circles and occasionally reversing directions in a figure 8 near the Tacoma Dome bus station. This happened at dusk (about 4:30) and it was difficult to identify-- flight pattern was about 50-100 above the ground. Has anyone seen this behavior before? What kind of bird?
