The vast majority of falconers would a) never attempt to trap a bird on
private property without the landowner's permission and b) even with permission
would probably choose not to trap a bird if there was any controversy or
publicity surrounding the nest. I don't consider it a real risk at all that a
falconer would go on private property in Northgate without permission and trap a
bird from a very public nest.
All falconers that I know care a great deal about the birds that they fly as
well as their habitats and prey. Our state falconry club donates thousands of
dollars each year to conservation projects for raptors and their prey
species.
