The free magazine "Skagit and Whatcom Living" features an infomercial-type article (paid content), "Tool Tips: A Gardener's Essentials." I thought the three products promoted were hardly "essentials" for most gardeners, but one of them (under a subhead "Battle the Birds") might work for your daughter. "The BirdXPeller PRO disquiets birds by producing real distress calls and predator cries. You can set the unit for a specific species and to vary the intermittency and duration of the calls."

However, the unit is $249 . . . and perhaps your daughter and her family would be bothered by the sounds. May be worth finding out more, anyway.

I can hardly believe I'm recommending this, as I was alarmed by the article's concluding message: "The key is to convince animals that your garden is no longer a desirable place to live and dine." Which is counter to my volunteer efforts, at home and for all of Anacortes, to promote backyard wildlife habitat and combat habitat loss. But in your daughter's case, the proximity to a cattle feed lot attracting the crows and funneling them to her garden seems to warrant protective action.
