Swan in Steilacoom, WA?? ?

Greetings,
?? ?This is my first post with Tweeters and I have a question.? Today while birding in the Chambers Creek area near Steilacoom I came across a Swan. It allowed me to come within 50 feet and I took several photos. I have posted a few on my Flicker and Blog sites listed below.
?? ?My question is, I believe this to be a Mute Swan. Am I correct?? Is it wild or has it escaped from somewhere? I thought is was illegal to have them in Washington State. I know there are two over at Madigan Army Hospital. I have been told the male was sterilized.
How has this bird come to be here? Does anyone know anything about this bird?
