The bird in the photo appears to be a BLACK-BELLIED PLOVER. Black
on white striping to the tail. Primaries that barely reach past the
end of the tail. Pale cap. Indistinct supercillium. Honkin' beak.

Unless you saw additional fieldmarks to exclude...

Which Plover at Ocean Shores

Tip and I took a picture of a Plover at Ocean Shores, and I was hoping
it was an American Golden-plover since we don't have that one listed.
However, after consulting my mentor, Charlie Sheard, and looking at
several guide books, we've decided it must be a Pacific Golden-plover.
We've seen these before while visiting the islands of Hawai'i. If anyone
cares to voice an opinion, the grainy picture can be viewed here:
