Hi, I do not know if this is a well known fact or not, concerning the Ferruginous Owls, but they would be devastated by a solid wall of fencing. (as noted in the book I read recently, The Owl And The Woodpecker) Their behavior is such that they tend to fly low, and this would certainly cause issues with breeding as well as other things. The border fence is a bad deal no matter what, I am sure other wildlife would be affected by this as well
