I haven't been in the Firing Range for many years. Just out of curiosity I looked up the Army's web site.? http://www.lewis.army.mil/yakima/sites/mwr/recreation.asp
If the Firing Center is closed, an alternative is to cross the Yakima River at the Umptanum footbridge. From there you can walk up and down the railroad tracks in the Canyon. Even better, walk up Umptanum Creek. In addition to birds, there's a herd of Bighorn Sheep and lots of other wildlife in the area. Watch out for rattlesnakes!
