Howdy,
I have a couple of photos of a Garganey at http://www.zbirdtours.com/adak/adak_ducks.htm that you may want to consult as a reference before looking for this bird...I'll be there tomorrow morning.

Subject: [Tweeters] Garganey at MagnusonPark
Hello Tweets,
Gene Hunn and I found what we believe to be a female or immature male Garganey at Magnuson Park around 3:15 pm today. The bird was found in the newly created ponds at the sound end of the park, to the east of a newly paved parking lot. The bird was mixing with Canada Geese, Shovellers, Green-winged Teal and American Widgeon. The bird was diving in the shallow pond, using its wings, which through us off at first, until we saw three nearby Shovellers doing the same thing.
