Scott may have a valid point about the economy affecting bird tourism. I was checking TexBird, the Texas Birder's website and saw that the Laredo Birding festival was canceled due to poor reservations.
My wife and I just returned from a couple of weeks of birding along the Rio Grande and had the impression that hotels were hurting and the birding areas uncrowded. There were plenty of birds to be seen including the probable Pine Flycatcher, Rose-throated Becard, Crimson-collared Grosbeak and Blue Bunting. We saw 182 species and actually slept in and ate regular meals.
