As mentioned there are plenty of good birding sopts right in the DC area so
there is no need to venture over to the coast and fight the traffic and
hordes of beach goers (especially avoid Labor Day weekend if you are there
then). Another source of information and contacts is the MDOsprey email

I'm not sure what Mike is talking about re infestation of biting flies
(having grown up in the Baltimore/DC area I don't remember that!).
Mosquitoes can be a problem locally and the Delmarva marshes can be pretty
buggy but they are pretty easy to avoid and/or deter w/ some bug spray. The
bigger shock for anyone who has not lived in the mid-Atlantic may be
the humidity. By late August/early September humidity and bugs are usually
less of a problem although it can be pretty muggy so take plenty of changes
of clothes or be prepared to do laundry!

btw I think Jamaica Bay NWR is near New York city not in the DC area.
