Besides eBird (excellent tool) and the viewing platform, would encouraging
participation in the planning process be another mechanism? Ocean Shores
relies heavily upon tourism, and if they hear proposed development is an
issue, they may search for ways to negotiate.

The condos will probably have to obtain a shoreline permit if within the
shoreline management zone - only single family residencies which are 35 feet
and under are exempt from permitting in Ocean Shores according to Ordnance
859 on Shoreline Management. Either way, this triggers the State
Environmental Policy Act, which triggers protections for listed and
migratory birds.

SEPA also covers potential effects on recreational activities - I would
assume birding would be covered?

I assume we could contact the city to ask to be put on a mailing or
notification list for this project. I do not know anything about this
project, so that is all I have to offer. I would participate and offer
comments if after reviewing the plan I felt my birding activities would be
impacted, and if I knew who to contact. I also would include the idea about
the viewing platform or access path as a way to offset those impacts.
