Could it be cottonwood down? Look at this picture of a juvie Rufous male

The branch it's perched on is covered with cottonwood down, and there
appears to be some on its beak as well. This is right next to the
Puyallup River near cottonwoods. I have no idea what to do for the bird
you are seeing.
