A few turkey vultures head north in February, but most follow later.
Here is the report for Washington and Oregon for February 2009:

late Feb -- 1 in the Spokane area
12 -- 1 over the Swauk Cemetery/Bison Ranch
15 -- 1 over Tacoma
20 -- 1 at Beacon Rock State Park; 6 circling between Springfield and
Coberg, Oregon
22 -- 2-3 in a group in trees waiting for the fog to lift (on way
back to Seattle, no location given)
28 -- 1 headed north over Scroggie Road, sw Spokane County
