I had great views through the scope of the Black-tailed Gull this afternoon between 4-430pm, albeit looking almost directly into the light, on the cluster of logs where it has been typically seen. It spent most of the time with it's head tucked, but I was able to see the bill nicely several times as it looked around and I could easily see the black on the tail as it's back was mostly towards me. The mantle did stand out as grayer/darker than all other gulls around it. Around 430pm, the gulls all picked up and flew before settling back down and the black on the tail was unmistakable.
