My two cents worth on the video is that the bird is probably the Crimson-Collared Woodpecker. The reason I say? this is because of the driver of the boat.? He looks like someone from Central America.? Having lived in Costa Rica for a while and knowing they have those type of lowlands in Costa Rica and Panama I would put my vote towards the bird being from Central America.
