I saw 20+ Harlequin Ducks at Fort Flagler last weekend.? They were all over -- quite close to shore?and easily IDed with the naked eye alone.? It seemed to be a very accessible place to view almost all of the common local wintering water birds/mammals.

Does anyone have advice on the most reliable places to see and photograph
Harlequin Duck at this time of the year?
