Another fairly reliable spot for Harlequins is at the west end of
Fidalgo Island (Anacortes) on the road around Washington Park. Park in
the day visitor lot just before the campground (keep left after entering
the park), then walk to the right to make the circuit counter-clockwise.
(Cars are barred from driving the circuit from 6 to 10 AM; walkers
only.) The ducks forage along the shoreline between the start of the
road and just beyond the point of Green Point (an open grassy area
before the road turns east). Best at high tide with choppy surf. Lots of
other good birding there. Search on keywords here and you'll find more info.
