I have heard of a feeding frenzy, but this appears to be a breeding frenzy.

Just in from the ever-expanding Caspian Tern nesting site on the Bellingham
waterfront and there are at least 3,000 adults on the site! The chick number is
rapidly approaching 500 with lots of birds still on nests. As the sun goes down,
there is an almost constant inflow of birds into the site.

Faraway daytime foragers, perhaps? New arrivals? It's an amazing sight/site.
