There was a Black Phoebe at the Skagit Wildlife Area Monday. Parked in
the headquarters lot, we could hear the bird in the brush along the
slough. Walking past the bathrooms toward the ponds, the bird was
visible on the right, perched low, just above the water about 3:30.
