Sorry for not posting this earlier thought it had been. I was told by Alex Chmielewski the Refuge Biologist he had seen a snow bunting on the refuge in between Rest Lake and Swartz Lake. I found the bird at 1200 a few hours later. It was in the same area and even stood on the road. When first found by me it was only 20 yards off the auto tour route so if you go to look for it do not look off in the distance. Several individuals were looking at the bird when I left at about 1230 hrs. The bird spent most of it's time forging in a wet mucky area along the road.
