I suspect that most Tweeters do not know the acronym Doug used. The RSPB
(not RPSB)-short for Royal Society for Protection of Birds-is a British
organization somewhat similar to the National Audubon Society. Among many
other activities, it maintains a network of 200 or so "nature reserves" all
over the UK. These nature reserves are often quite small, and heavily used
by birders. Considering these facts, the ban on use of song playback is
perhaps a reasonable precaution. However, this applies only to the areas
owned by the RSPB-- less than 100 square miles out of the 95,000 square
miles of the UK. To the best of my knowledge, there are no laws or rules
restricting the use of playback outside of RSPB reserves (more than 99% of
the land in the UK), nor should there be. At the same time, use of playback
should be governed by common sense and restraint, and overuse should be
avoided.

It may be of interest that RPSB in Britain does not allow the use of song
playback for any reason.
